Delta-8 is a very close cousin to Delta-9 THC and offers unique medical and psychoactive properties. Delta-8 has a relative potency of 2:3 of its Delta-9 counterpart and binds to the CB1 receptor like Delta-9 but its affinity for the receptor is different due to its slightly altered molecular structure.
The 2018 Farm Bill specifically made all derivatives, isomers, and cannabinoids in hemp legal, provided the final product has less the 0.3% Delta 9 THC. Delta-8 THC is an isomer of CBD and a derivative of hemp and CBD however it is your responsibility to know your state and local laws.
Delta-8 only exists naturally in very small quantities of less then 1%, making the only way to experience its effects is from refined concentrates.
